Acrylic paint mixed to the right color usually does the trick. You may want to look up some reference on what the different colors of dried blood are based on how old the blood is.

I'm looking for the old blood color. Something like a rust brown i think is the closest. I hope this makes sense. Thank you for your advice
 
I've used clear Elmer's glue with red and a touch of green or blue food dye to good effect. Add some cocoa powder for older dried blood. Google "clear elmers glue fake blood" for detailed instructions.

I have had problems with it beading up on plastic weapons and other hydrophobic surfaces, but anything that doesn't repel water should work.
