Chroming

Any one know of good places to get costume parts chromed? Also, do the parts have to be ABS or can they be fiberglass?

Fiberglass is easily chromed. No worries there.

I think you might find some helpful info on the C-3PO Builders forum. TK-409 seems especially well informed and helpful. He has had an entire suit chromed and from the photos, looks very impressive.
