Captain America Tire Cover

Hello guys, I am making a captain America tire cover made of marine vinyl. I am in a little bit of a Jam. Before I can sew the design onto the tire cover I need to glue it first because if I sew it without gluing it will shift.

I tried contact cement, but before it dried the design got warped. So my question is what is the better options of glue for gluing vinyl?

You might try Super 77, from 3M

Super77 does list vinyl, but every time I hear about vinyl coming apart it's always a spray adhesive.

I would recommend 'Dritz Instant Vinyl' or 'Loctite Vinyl, Fabric, and Plastic.'

They are gel glues, instead of sprays.
