Bow and a "ranger cloak"

Hey everyone. Me and a couple of friends are making a sort of Robin hood movie. What i need to know is if there are any sites that can tell you how to make a bow that can look like its firing and can be made out of pieces of 1x4s or other cheap materials. Also, are there any tutorials that can tell you how to make it look like people are firing arrows in editing, but in reality they arent firing anything (like Legolas in LOTR). Finally, is there any way to make a sleeveless, hooded cloak with a mask, similar to the ones on Boromir's rangers in LOTR, the two towers?

Recurve bows are popular in movies since you can put an elastic string on them and the curvature gives the impression the bow is being bent.Elf bows in LOTR used that principle.

Longbows are a little harder since you need to have a flexible bow to get the right look when they're drawn.
