Definitely. It's illegal just having them on Earth - apparently Tyrell is big enough to get a free pass on that while she's on a leash, but once she goes solo she's thrown to the wolves pretty quickly, despite presumably being quite an investment.
 
I would be okay with the V.O. narration if Ford hadn't
done such a crappy job on it - deliberately crappy or not.

I always visualized Deckard as a HUMAN Philip Marlow sort
of character. I have always had distaste for Ridley's Deckard
is replicant conceit. I feel he thought it was a clever and
unique gimmick.

"Look how avante garde I am everybody!"

I'd like to lock Ford in a room now, 30 years
later, and have him try that world weary dialogue
one more time.
