Arc reactor wearable?

I know this topic isprobably suppose to be in the junkyard forum, but im real pressed for time. i have a costume party coming up in 20 days and im a big tony shark fan, im indesperate need for a seller of a wearable arc reactor, i found alot of tutorials on how to make them. some looked great others were easier to make but looked pretty bad outta the shirt, im really not looking to spend more then 70 on it and it doesnt have to look amazing i would just like some detail to it and not look like a circle with blue lights lol. anyways long story short i found a great tutorial by Honus and it looks amazing probelm is, im not that great at cutting metal and i dont wanna spend the money on materials and mess it up. ive been looking and looking around the net cant find anyone that sells them and then im hearing talk about fraud, so i thought id give here a shot

if anyone even knows of a simple way to make Arc reactor that would even help out. im really stuck here.

and scale it to 4 inches diameter and print it out. then go buy some flat plastic toys or something, and use a compass (the one with a needle and pencil for drawing) to draw all the circular parts you need.

be sure to only go as far as the copper coils are deep.

make the copper coils out of whatever you want, and if you dont use copper wrapping, paint it copper. paint all ur parts the appropriate color, use a candle or heat gun and bend pieces if needed (for the three brackets in the center) and add a sink drain filter for the middle piece.

get a few cheap led flashlights from a cheapo store and gut them, put them in the light up parts, and wire it all up to a 9 volt.

use a strong magnet and a metal backplate, or a double shoulder strap with a chest width strap. with the strap method, cut a hole in your shirt. be sure to either let enough wire out to the 9volt to fit in your pocket, or make a pocket in the strapping.
 
Thank you :) had a question do you know a easy way to make the inner ring the one with the 3 sections on mini holes in the metal, like i said thats my main probelm is cutting the metal any easy way around this or maybe a similar looking part i could find somewhere, same goes with the outter plastic ring that has the led under it. cutting that is the problem
