Anyone recognize this character?

I've been searching up and down trying to figure out where I've seen this guy and I know I could have posted it in another sub-forum but despite the visibility aspect of posting I was unsure of prop, costume, or off-topic since I'm really interested in both the props and the costume.

Here's the character:

This figure is mostly likely either anime or tokusatsu related and was just a very cool design in general. If ANYONE has any info I'd really appreciate it.

I looked all over his site for it and couldn't find it, after finding out who the character is, I searched Danny's site again and even he refers to him as 'wots his name from wots its name' :lol
