I am trying to identify what this began its life as.

What it is now is a stat bar that was used on the Earth Alliance uniforms on Babylon 5
It is made of thin metal brass, approximately 4 inches long and 3/8th of an inch wide.
I looks as if it is a found item, not something that they made specially for the show.
I thought it might be brass banding of some type, but I don't know for sure.
Any ideas?
