It really depends on scale. I only recently (and briefly) tried my hand at "rooting" on a custom 1/6th head and got stuck figuring how to go about facial hair and kind of lost steam on the project. For the head though, I had to use Tibetan Lamb Hair to match scale. It comes in a variety of shades and colors, and takes dye easy enough from what I've read.
It was mentioned before, but it really depends on the scale, or else you'll get something that looks like a piece of chewing gum dropped on the barbershop floor. In order to make this look more realistic, you'll have to painstakingly glue the hairs in layers working from rear to front trimming as you go.
Are you certain that model is resin? The casting marks make me think it might be made out of vinyl or a plastic that might not take glue well.

They make it look easy, but this does take a LOT of practice. I'd recommend starting on a test piece before you try it on your figure.
