Correct. Look at the VERY careful wording of the auction. It is extremely mis-leading, but from what I can tell he is claiming he has a Pee-Wee autograph with a photo of him signing it. This is the very same Pee-Wee autograph that can be purchased on Ebay for $200. He claims to have the bag specs. He doesn't say that his bike remotely followed those specs. He claims there is a certificate of authenticity, but doesn't say what is actually being authenticated. My guess is that the letter & certificate are authenticating the autograph, which again only sells for $200.
Overall, it "feels" like he is claiming it is a screen used bike, but from a legal standpoint he never claims this on the listing. People have contacted him directly & he has claimed it was screen used apparently, at least parts of it, but he hasn't produced any actual evidence that it was in fact screen-used. The fact that he is saying he is busy but will post pics on Friday seems to tell the whole story, especially considering that the listing ends on Thursday! He's too busy to post more pics, but not too busy to count a fat stack of cash from suckers who *want* this to be a real bike. He can't even be bothered to ship on the day the auction closes. For $25K (currently), he should damn well make a trip to the post office immediately.
I sent him a message calling him out on the listing, & I am guessing I will never hear back from him. He's clearly suckered a ton of people into believing it is the real deal, & with TMZ & Ebay itself claiming it is, he can always fall back on his very careful wording. The key phrase on the listing is "As Is, no warranty, all sales are final". All you really need to know.
