paint issues

So i began painting my foam thor armor that i made. I followed all the steps given by stealth both here and on his you tube tutorials. I used 2 layers of mod podge and 2 layers of resin and it still looks like it is absorbing into the foam. should i just add more mod podge or what should i do to stop the paint from absorbing? I'm using krylon spray paint just like he did in the tutorials.

sometimes it takes as many as 6 coats of PVA depending on how thin you paint it.
