I'm still in the middle of watching it right now, but here are my thoughts.
As a stand-alone (no pun intended) movie, it's a good action flick, if a bit confusing as to why some of the stuff is going on. As a Ghost in the Shell movie, it gets a bit complicated...
First off, they're clearly going for a remake of the original movie. Which wouldn't be bad, except for that this isn't a remake of the original. If they were just remaking the original, even adding in some new ideas, it would have been fine, but they're completely doing their own story on top of the storyboard for the original.
Secondly, they're trying to combine the original movie with SAC: 2nd GIG. Which is a completely different universe. And Kuze has different motives in 2nd GIG, as does the Puppetmaster from the original movie.
Thirdly, they're inconsistent with their world. The Major is the first cyborg, but they have no problems enhancing people's brains on other scales? It just doesn't add up.
I think that, had they just gone with their original story (a bit better fleshed out, though), done a few visual nods to the original (instead of using the same storyboards wholesale), it would have been a much stronger movie.
