How would you attach a silicone bust to a wall plaque?

Just wondering how one would go about attaching a silicone bust to a (wooden in this case) wall plaque. Im assuming ithe silicone is backfilled with resin/rigid foam but im not sure where to go from there.

Heres an example of what im talking about(from artist Trent Taft)

Best idea is to glue the foam itself to the plaque, i'm sure you know that nothing sticks to silicone except more silicone, hotglueing the inner core to the plaque will give it a strong bond, hope that helps
