Arkham Knight Scarecrow mask tips?

Im planning on making the mask of scarecrow from Arkham knight and ran into a little problem, how can i do his eyes justice?. I am looking for something that looks very vacant almost pure misty white that you can see out of, and was wondering if anyone had any ideas as to how i could achieve this and still keep vision? any ideas are welcome.
