It's been too many years and I don't remember if I got it from Frank or someone else.
Also, I could use some advise on value as I just found this in a box and plan on selling it
in the junkyard.

I automatically want to say it's Frank C's but I cannot be sure. Only because I don't know if anyone else did a rotocast. I think the one I got around 2000 was yellowish with the plated rims. It also came with a small length of thin metal tube that you could opt to install down the axis so you could run a wire/string through to suspend it if desired.
