Mermaid concept costume help!

I must say that i appreciate everyone that contributes here. I am learning the cosplay trade and this forum has helped alot! I am trying to make a costume similiar to the Mermaid costume in the pic. I was wondering how should i go about making the tail and how to attach it to the rest of the costume. I've tried several options but none have worked. Thanks again everyone!

Would a wire frame work to support the tail? Like the fame work you would see in a Edwardian/Victorian under skirt
