"Babe: Pig in the City" Uncle Fugly's/Esme Hogget's Clown Costume Replica Help

Hi.
Need some help/tips in regards to building the Clown Costume wore by both Mickey Rooney & Magda Szubanski in the 1998 film "Babe Pig in the City" My gf was going to cosplay in the near future as the character Esme Hoggett from this film but she is having some difficulty with the costume. What are some materials & other things for making this costume? On a side note she was inspired to cosplay as this character since this was one of her favorite movies.
