My friend was going to use a nerf gun for his dredd costume and I just couldn't have it. I glued together 3 pieces of EVA foam and scored the lines of the gun. Then I bored out the center where the barrel goes and glued in a piece of PVC pipe. Then Beveled and shaped with a dremel.
It's not the greatest but definitely better than a nerf gun, it only took about an hour and it's painted now and weathered.
