Can anyone help me make a Black Manta costume

Hello Everybody,
I'm in need of some help. I'm going to the MCM comic con and I want to dress up this year. sadly there isn't that many black characters in mainstream comic books.
So I was wondering if anyone could help me make a black manta costume.
I have a month to make it and I have about £30 ($45) budget.

That's a really cool concept. I would say you've come to the right place. The best advice I have is to use craft foam etc.
