The top two plates in this photo are from Halloween Resurrection.
They aren't your typical prop plates as they made the same way regular license plates are - embossed metal with reflective sheeting - by the same company, Astra Graphics, that made the British Columbia license plates at the time. The well for the sticker and the bolt slots are the same on the real BC plate (lower right) as on the prop plates.
Compare it to the real Illinois plate from the same year (lower left).
