Captain America's (TFA) boots...what are they?

It looks like the buckle section was added ABOVE the regular lacing section. Normally, the buckle cover would protect the upper laces and knot, the same way the British used "putees" this would make Cap's boots 14" or 16" high- which looks WAY cooler than a 12" boot.

These are 16" I just added them to illustrate the height, since they are cavalry boots with 3 buckles.
BTW, the style of Cap's boots, while a custom mashup, are almost exactly like a British despatch rider boot, but brown instead of black.
