As thread title states, what would be the best way to approach this build?

All of the above. I think the electronics would be out of my realm. I would think 3D printing would be the best bet, but I can't find anyone who sells them anymore.
 
3D printing would be the easiest as long as you have the file. if you have to create the object(s) it all depends on your skill with the software.

If you were to mode it the conventional way, I would cast a large chunk of resin and put it on the lathe until I get the shape of the main grenade body. The greeblies stuck to the grenade would probably be made by a search through my spares box. Small tank wheels might be able to be glued into a master with some additions and then several copies cast. The "handle" (not familiar with grenade terminology), would be made with styrene pieces.
That's how I would do it, but other members here might have some better ideas.

Electronics? Have no idea. I would need to know what it does in "real" life and then see if anybody is making something similar on Etsy or Ebay.

No luck anywhere for it being for sale. I found the website link for Thingiverse and contacted an Etsy seller who makes similar items I'm familiar with. I'll see if they'll be willing to fabricate it for me using their 3D printer. We shall see...

There are buttons on the page to order a print, or you could download the files and upload them somewhere like shapeways.com to have it printed and shipped to you (this model is shared under the creative commons licence).

As TazMan2000 has said, there are a few ways to make it. If you're a beginner I'd wander through a hardware store looking for similar shapes, maybe start in the plumbing section. The rest could be plastic plumbing and pipe fittings. Depends how close to the model you want it to be.
