Also 28 but I believe the current issue kit has been retooled so only a vintage model will supply the correct parts.

I've been looking for #17 and #76, anyone have any ideas?

I'm starting to think that #17 could be two parts. If you look closely at #76 you can see that it has little grooves in it:

Incidentally, you can see that there was a Apollo landing strut/ladder part here that has fallen off at some point.
 
The overall shape *behind* 17 reminds me very much of a part in the AMT 1/25 Fruehauf tanker kit. I wonder if it might be that part with 17 glued on top of it?
 
Thanks all for the help - yep, agreed, it looks like 17 is two parts, the underneath flat part with the round ends and the round part on top. I think I have the flat part, I'm looking for it now.
@Alonzo: looks like a match! I have that part, I'll know for sure once I find the flat part underneath that I'm looking for.

I've split up the part #17 into two parts and identified the newly formed #86 as the AMT truck part (it's in multiple kits). Also, #31 is from the 8Rad, post updated:

I'm also fairly certain that parts #23, 24, and 25 are one part, and has snapped and split as the glued join between the two hull halves fails and separates with time.

If 17 is indeed from the Fruehauf tanker (and I strongly suspect it is) then 17/76 and 17/80 are all the same part. BTW, that would be a *vintage* part only -- the new reissues have been retooled.

Well I was partially right regarding #23, 24, and 25. :) #23/24 are one part, but #25 is another part. And, there is a new part that I previously thought was attached to 25 but isn't, so I've created a new label, #87. #23/24, and #25 are all from the 8rad - I haven't found the newly created #87 yet.

I don't know which version of the tanker other than, of course, it would have been available in 1976. I may have an old kit of this subject in the shop. I'll see if I can dig it out. . .
 
OK, finally figured this out (see attachments).

17 is an assembly tab from the (vintage only) AMT 1/25 Fruehauf tanker kit. These tabs hold the halves of the tanker together at the front. They were apparently eliminated in later re-toolings. (In fact, the vintage kit seems to have a lot more parts in it than the newer version.)

75, 76, 79, and 80 are also in this same vintage tanker kit.
