This is a good shot of the handcuffs that are a very visible prop in LOGAN, anyone know if they are made from found objects?

These are some normal size versions found in a quick search. 
There are too many details that reveal is it is a prop and not functional.
-The labeling is made from clear adhesive stickers.
-The slight orange peel texture, along with the thicker raised edges reveals that it was painted. Not a plated metal.
-The black weathering effects appear to be painted on top of the surface.
-The key holes appears to be just an embossed detail. The center pin isn't even the same on each.
-The right side keyhole is on the wrong side of the arms to be near the prawl.

Yeah, I guess you're right. Oh well. I'd be down for one if anyone has some skills that could produce it. Loved that movie.
You could make one easy enough out of some thick aluminium or MDF (painted silver); just use that photo as a guide and cut out the pieces then drill and tap some holes and you can put in all the bolts on it. Add on the stickers and black paint weathering and you're done.
Here's a picture of them open, and there's no sort of ratchet in there - it looks like the different pieces just fit next to each other and it'll just be the hinge tightness that keeps them together:

I wish I had the skills to do it, you're right it seems pretty easy...anyone interested in doing 'em?

Quick search shows that the item is called a Shrew's fiddle restraint. They have a slightly different version on E-bay. Care a search will lead you to some very adult sites.
