wood burning tool

could this rock/stone effect be made with a wood burning tool, it looks like EVA foam, if not how could I achieve the look

Yes you can, however ensure you have adequate ventilation. Wear a proper mask with a proper filter and eye protection (Do your research on possible health hazards). There are other tools out there other than wood burners. Moto tools will also work.
