I highly recommend using Liquiset mixed with either a water based make up paint or pigment.
I regularly wear PAX on my face but I like to thin it a lot with Liquiset as it prevents needing to use too much IM near my eyes.
Prosthetic Aide and Liquiset are both acrylic based and are skin safe. But PA is a glue and as such is something you need to test your own tolerance levels of. But there are no fumes to worry about near the eyes as you have with alcohol activated make up (which is not recommended to be used near the eyes).
Liquiset works really really well with Pearl-x and other mica or pigment powder, better with those meant to be used for make up rather than pure pigment for paints. If you get a nice flat round brush you can build in layers around the eye.
I have also mixed with with acrylic ink for eyeliner and it is amazing except for the aclohol in the ink which can sting.
For the legs, what are they? If they are latex then PAX will also work but you need to powder heavily. I have painte latex really successfully with just acrylic paint and a flow medium but I was only able to do that once and have not been able to replicate it on other projects. I think it was a fluke as to the paint and flow medium brands and age of them as well. I purchased more of each brand new and that mix peeled off horribly.
I have also had some success with mixing liquid latex and acrylic paint. It does build up so really fine texture may get lost but on the legs it is probably less of an issue.

That's the progress of the successful painting, it may help show what can be done. I suspect actually i used a really cheap paint which may be why it stuck so well- it is quite dry and matt compared to good brands.
