TRON costume - Lighting?!

Hey, I'm working on a Siren costume for halloween. Got a super low budget, so for now it's just going to be something fast, though want to make a 'real' costume when I got the time and money.

But does anyone know what I can use for the lighting stripes (or what ever to call them)?

Considering I have a super small budget...

And what would be the idea thing to use, no matter cost?

Also there is no budget option for the lights. I just bought all my lights for siren and the total came to about $250 or so.
