"This conversation is closed for new replies." from a conversation that never started?

Hi there,
I've had this happen twice to me both times when a brand new member who registered to the RPF in order to send me a message. upon reception it is locked and I can't reply. Like so:

Where is the option to lock a conversation?
Who has that option?
Is this a new member who is unfamiliar with the in-and-out's of the site's mistake?
..Spam?
Am I missing something?

Send me the the member's username via conversation and I will see what's up.

It's a checkbox under the text field when drafting a new Conversation. It's disabled by default, but it's possible the newbies had it checked by mistake.
