I haven't read the comics but I hope the comic series he is more evil. I always thought the tv series is a water down version

lol, your reasoning on why the Gov is worse in the series is because he killed Merle. At least say also because of what he had done to Glenn and Maggie.

IMO the comic he was a lot more sadistic. A few examples:

He chopped off Rick's right hand minutes after meeting them.
Brutally raped Michonne repeatedly
Used Michonne's sword to kill Tyreese

Yeah, I can't wait for the Negan storyline from the comic to play out.

The Gov in the comic was far more nasty in my opinion but it was so over the top at times that I kind of was laughing at him. In the series his crazy has been on a slow burn but it has come across as very real to me. The last episode and his fight with Merle just made me go "WOw, badass crazy."

So the comic version was "worst" but I am enjoying the TV series version more.
