Ok, don't hate on me for using "Official" in the header, but I searched for a similar thread and couldn't find one, so here we go...

My pick:

Always a bit maniacle but every now and then showed a softer side which made his lunacy even more enjoyable. His love for his half Bajoran/Cardassian daughter was truly evident and with her death, a true looney was born.

Oooooh... Good one!!! Khan gives Frank a run for his money, alright, and to be fair, Frank falls a tad short of threatening the Earth's existence, but who of the two is more mentally deranged? If you ask me, Frank wins hands down! :D

And by the way: you only get to pick ONE villain as "The Best" - can't change your mind or post: "oh, and I also like villain XYZ..." So if you pick one, be prepared to defend your choice! I can think of a dozen more FANTABULOUS villains - male AND female - but I'd be defeating the purpose of the thread - it's not about how many cool villains you can name, only YOUR pick of who YOU think is "The Best of the Best of the Best of the Best, SIR!" :lol

That's NOT from Dracula. I think that still is from "Mark of the Vampire", the sound remake of "London after Midnight".

Ruthless? Sure. Cold-blooded? You betcha. But he wasn't in it for power or riches or revenge - he was just willing to do whatever it took to protect "his" people.
