I see Rowlf more as a Jubal Early sort.

The more I think about the Operative, the combination of complete competence, razor-sharp charm, and utter ruthlessness really describes one muppet:

I just saw that he has a very sick little girl. Sounds like it's not terminal, but chronic. There's a fundrasier to help pay for bills, which - fortunately - seems to be nearing its goal:
