Yes, its a modified Ocean Exploration Vessel.

the same revell model was also released as Cousteau's Calypso ship, who Wes Anderson used as inspiration for Steve Zissou & crew.

Yep, initially released in 1976. From what I've read, Revell reissued it as the "Exploration Vessel" without making any changes to the kit itself; they simply omitted the "Calypso" decals that came with the original release of the kit to get around licensing issues with the Cousteau family.
