Testors Dullcote has white specks when dry

Let me preface by saying this is a 28 year old bottle of Dullcote.

It looked fine and I've had other Testor's paint that old that was good. I ran out of Dullcote I had been decanting from a rattle can so I tried this bottle I had sitting around. Anyway I started seeing white specks as it was drying. It's not a big deal because I can lightly sand them out, but it's another step I have to do before finishing. I Googled it and it said lacquers can do that if you spray too close or have to much PSI. So I tried adjusting both of those with the same result. So I assume it's just bad.
