Talosian Head - Origin?

There is a plaster Star Trek Talosian Head (eBay item # 160190006439) on eBay that the seller claims is real. Here is the photo (which I am posting, but if I am not supposed to, LMK and I will remove).

Seller claims this was made by Wah Chang. Anyone have any info on this?

I am by far not and expert. But something about it does not look right, the head seems to small. Maybe its me ? Was this supposed to be a life cast or something ?

What has this guy offered up for proof that this is the real deal ?

Nope, no proof. and for an item supposedly from TOS, you woudl expect something.
