I want to look like a Taiwanese special forces soldier for Halloween. I would like to pay less than 150 USD. I don't need a replica gun or any weapons.

The boots alone will cost more than your budget.

With a quick look at army surplus sites and google search you get.

Standard black BDUs will be around $60+ top and bottom.
Knee and elbow pads $30+
Tactical vest $20-$100+ depending on the make
Face mask level IIIa Kevlar armor (ebay $200) might be able to find and airsoft version for around $20+
Drop leg holster $20 - $100+
Gloves $20+

While division 6 is pretty spot on, you can indeed pull this off within your budget. Scour eBay for gear. You can order nylon webbing and buckles to imitate their climbing gear. Big 5 sells black combat boots for $30 new. Try thrift stores for the black BDUs, you can find some very cheap ones.
