Slave 1 Tool to cut out engines for lighting?

I have a Fine Molds 1/72 Slave 1 I want to light.

The top engine is a horizontal strip. The strip has a waffle pattern that could be drilled out. However, it would be more accurate to remove the 2 strip segments (marked red in pic) and replace them with clear rods.

What is the best way/tool to cut rectangles out of the model surface?
 
If you don't have a Dremel, drill several holes close together and use a knife to slice and chip them away, following with a rounded file.

I wouldn't use a Dremel on something as small as the FineMolds model. Feels risky to me! I'd definitely use a fine knife, and take my time!
 
In a case like that I've used drill bits in a larger pin vise so that I've got full control over the drilling process, and then continue, as suggested, to further open the holes up with an X-Acto and finish with files.
