This one doesn't close, but it looks great. I'm gonna get one. Won't be able to take it into conventions cause of the blades, but good for photos and stuff.

for cheap shurikens you can take foamies and cut out a pattern you like and make them like this

Lol that may be true where you are, but at the Brisbane Supanova here in Australia they take away anything pointy, whether it be made of wood, metal or even foam in the case of some oversized spiky shoulderpads.
