Screen Used Pulse Rifle Being Fired

Okay, so laugh at me as I'm not the "gun guy". I understand it was deactivated, but why? My guess (and I'm pulling this out of my butt) is that though shooting blanks it is capable of live fire, is that correct? Otherwise if it was never able to shoot real bullets why would they deactivate/demill it?

While it is a shame that it was Screen Used and then Deactivated, if you had the proper permits and the money, could'nt you convert one of the full metal kits into a Blank Fireing piece using a real Thompson and 12 Gauge?(Not sure what specific type of shotgun was used in the Grenade Launcher.)
