The shins are made up of outer pieces that are doubled up for both side, so there isn't one complete shin, just two outer left and two outer right pieces.

I have a question about the finish, if it is the same ABS that the revised helmets were made of it won't have the gloss that the onscreen Stormtrooper suit appears to have. So basically it would need to be painted to achieve the same look, correct? I've never constructed one of these suits before, is it common to paint them?

They also had glossy options so you don't have to paint it. They used more up-to-date materials like PVC which are cheaper, stronger and they don't look diferent than glossy ABS.
