Quibblers

So my 14 yo daughter wants to be Luna Lovegood for DragonCon this year.

I got the bright idea to make some "Quibblers" for her to tote around. I figure we can have D*C specific stories instead of HP things (well those too) Anyone have any idea what a good Mac program to create this type of "magazine" may be?

Free is best - Cheap is "livable"

Krita is a open-source and free photoshop alternative that’s available on Mac as well I believe. Maybe start there?
