Peli Motto costume part question

Making the wife this costume. The boots have this padding wrapped over the top and was wondering if anyone recognized this as a found item. I can probably make something similar but I doubt it would be as durable as I’d like.
My Google-fu failed me on this one.

Then cut out the 9 squares. They are EVA foam and so pretty light, but I will give them a coat of Plasti dip.
