As for it being based on the toy, doesn't look like it. I'm holding the toy in my hand right now and I can't find a single matching detail.

I've seen all the new shows and have not noticed this model. Which episode is it shown in? It looks very home made, almost like the Doctor had to rebuild it himself?

It is River Songs Sonic from Silence in the Library and Forest of the Dead. Featured very prominently.

MFX Replicas, the division of Millennium FX that work on the show now have a license to produce a Sonic screwdriver prop;

They'll also be making the masters Laser screwdriver.
They made the original props so these replicas should be pretty much exact - everything they've done so far is as close as you'll get to the real thing...

no it was a pic of the prop from the show, and thats what I was told, that they used the character options toy and glued a bunch of stuff onto it,
