Need advice for "Classic" Ghostbusters Gozer costume build please

Hi. I'm new the the RPF (a pro costumer friend sent me).

I'm VERY much an amateur, but I finaly have th right hair length for Gozer from the original Ghostbusters, so I'm going for it.

Here's my question: Is there a better way, other than random sizes of bubble-wrap sewn together, to make the splotches of what look like bubbles all over her? Something less "Plastic" looking? Any advice would be welcome (other than "forget it - go home kid - ya got no hope!" of course).
