Depends on your use of it. Don't get caught in the UK with it about your person. That would constitute 'impersonation of an officer of the law', which, if I'm not mistaken is somewhere between fraud and treason in our medieval law.

The UK is very strict on the possession of official looking identification, uniforms, insignia etc. Providing you don't photoshop the card with your own photo and don't carry it with you in any sort of pseudo official looking wallet you should be OK.
I've no doubt there would be questions if I was back home and got stopped with my Sam Tyler police ID on me.
The ID in Hot Fuzz is close to the MET ID card but from the screen caps I have it doesn't have the MET logo at the top, all you see is the red writing of Police Officer being the top of the card.
But replicating an official one would land you in a whole heap of trouble as people have said above.
