Making A Muscle Suit

I am making a muscle suit using upholstery foam.I plan on gluing a bodysuit over the muscle suit to get the Ben Affleck look. I was wondering if I would have to cover the foam before gluing? Or if i can just glue the bodysuit to the bare foam?
