so a friend of mine just gave me a bottle of liquid latex..
is this stuff good to bind together pieces of latex/silicone on to a muscle suit?

You can use it to attach latex to the muscle suit, but it will definitely not work with silicone pieces. You can only glue silicone with more silicone.

Latex tends not to function too well as a glue. Rubber cement would work a lot better.
