Apparently the Chicago Salvation army supplied this too a couple of pickers in the 1990's.
Im rolling my eyes thinking that this is one of those errant tags that appear from other costumes from time to time. Im sure the shirt with further investigation wouldn't match either.
The appraisal letter is similarly based solely on the tag it seems.
