I cannot figure this one out

I've been wanting to do this costume for my kids for awhile now but for the life of me I cannot figure out what foam this guy uses. I've emailed him and received no response as to what foam he uses and he never mentions it in the comments. I would love to do this next year and possibly make a few lego characters. It doesn't seem to look like a soft foam at all, almost the foam that is used in bouquets but that only comes in blocks. Can anyone with more knowledge help me out on this one? Thanks in advance

Looks like high density polyurethane foam.

If you have a local supplier for sign making supplies you could try them or go the easy route and use pink insulation foam from Home Depot.
 
Everything is bad for you.

Use a mask while working with it (the kind with filters not just paper), then coat it with a sealer and paint.
Make sure to use the right kind of sealer or it will melt.
 
Depends on the actual foam type.
Some types will take and epoxy sealer some won't.

Smooth-On sells coatings.
You can contact them and see what they suggest.

On the safest side I would say something acrylic based maybe even Gesso.
You will have to make sure that the paint you use is compatible if using acrylics.
