How would I do this..?

It's a simple system of rods stuck to the underside of the rotating plate, that make a piece of firm but flexible sliver of metal 'click' every time they go past. Like in one of those rotating gambling wheels at fairgrounds so to speak. The amount and spacing of the rods determines how often it clicks.

To make the hinders open like in the film you need to make the cover of the book yourself from wood
You make it hollow with a bottom piece four sides and a top piece
On the bottom piece of wood use the inside latch of a door handle and position the hole where the center of the lock dial will be
Make sure you glue it down
Then attach a long thin strip of wood to the latch going length ways so that when you put the top piece of wood on the cover the hole in the latch is ready for the dial on the dial make sure to attach a small piece of wood big enough to fit in the hole in the latch
So that when you put the hindges down , as long as there is a small latch to go from underneath the vultures head on the hind he to underneath the strip of wood so that when you turn the dial the strip of wood moves left and the spring loaded hindges have nothing to hold them down so they flip back
