Green Goblin Pepakura Mask Scaling Problem?

I'm working on making a Green Goblin Mask for a cosplay, and I decided to make it with pepakura. I used This .pdo file, and had it printed onto heavy card stock. I've started to assemble it, and It seems too small for an average-sized head, although it says 1:1 scale. I'm fairly new to pepakura, so I might have missed something. Has anyone else had this problem, or have any ideas?

Always check out the dimensions before assembling anything that is to be worn as a costume part.
Measure all three dimensions of your own head and add 5-10mm foam thickness.Then go to "2D menue" and choose "change scale".
There you fill in one of the three dimensions,as the rest gets auto-corrected by pepakura itself.
Then you're good to go and print.
